Following the Union's assault on the planet Vargas ("[[Blue Skies]]"), several Federation presidents, including President Áurea Adonis and Acting President Victor Huxley, denounced Cillian Mercer's violence on the mining planet, revealing that the damage the Union forces had wrought extended into the planet's cave systems and severely disrupted its mining infrastructure. In addition, any cost undertaken by the Federation to restore Vargas would far outweigh the potential profits; the planet was therefore at risk of being re-classified as a residential planet, leading millions of Federation citizens to lose their jobs. As a result, the presidents demanded that at least part of the cost be borne by the Union, in recompense for its actions on Vargas.


However, Union councilmembers argued that with billions of Union members aboard the Bastion waiting to be rehoused, the Union was in an extremely delicate state of transition, and the reparations being demanded of it by the Federation would inevitably destabilize its system. The councilmembers further warned that, if such action was pursued, its citizens could potentially erupt into mass rioting and retaliate against the Federation. Faced with risking the laying off of millions of Federation workers, or the destabilization of billions of Union citizens, the Council called for a vote, with the seated Councilmembers briefing their respective factions accordingly.

In the meantime, probes sent to the wormholes in the Union system of Lalande and near the Imperial capital had begun to relay back information - it appeared that the wormholes did indeed lead to other galaxies; the information also confirmed that the planet Mímir and its surrounding planets were not native to the Milky Way galaxy.
It was discovered that the phenomena responsible for the transportation of the planets was the aurora surrounding the exterior of the wormhole - confirmed to be a tear in space. The tear was conjectured to be the cause of the Council's ships' disappearance ("[[The Cradle]]"), when contact with the aurora led to the ships being transported to these foreign galaxies.


Progress on both fronts of the exploration project was also made - technicians at Hygeia Systems were steadily working towards widening a wormhole until it could fit a manned craft, and researchers at Borealis Inc. were making headway in their experiments with Organic Quantum. The report concluded with the projection that a manned flight into a wormhole was close at hand.
